Councilor Yamba voted PCL president

Pagadian City Councilor Roque M. Yamba is now officially in charge of the Philippine Councilors League (PCL) – Zamboanga del Sur Chapter as he was elected president during a reorganizational meeting at Sampaguita Hall, Hotel Alindahaw, this city, last Tuesday.


The first-term councilor garnered unanimous support from the provincial confederation’s 188 members who paved his way to the presidency undisputed.

In an interview with Radyo Bagting, Yamba said the responsibility as leader of the League poses positive test to stimulate abilities in piloting the group of councilors.

“I’m a new councilor of Pagadian, but I am given a challenge to join and to lead the Philippine Councilors League,” said Yamba who is known to be a strong ally of Governor Antonio H. Cerilles.

Focusing on his support to the Cerilles administration, Yamba vibrantly added he would carry out the programs and advocacies of the provincial government that has been ordered, planned and stated as goal by Governor Cerilles.

“We have a new governor, and the new governor has advocacies for the province,” added Yamba who reiterated that that Cerilles laid down his provincial administrative agenda particularly on food production and on basic social services in health and education, among others.

Challenging his fellow members of the League, Councilor Yamba urged the group to recognized individual tasks as councilors from the different municipalities of the province.

“We have many problems in the province and in the municipalities, but we have to act as one and work together,” Yamba stated, adding that we have to move forward and toil collectively for the programs of the provincial government.

When asked about his projects as PCL president, Yamba revealed he is pushing to construct a building, which would be under the control of the local PCL, at the provincial government complex in Brgy. Dao.

The structure, which he would consider tangible project during his presidency, would cater services similar to the services provided at Liga-City building. Nevertheless, Yamba admitted he would firstly consult Governor Cerilles regarding the proposal.

As provided for in the Local Government Code, Yamba now serves as ex-officio member of the Sangguniang Panlalawigan.

It can be recalled that the PCL obtained its official status as a local government association when it was accredited by the then Department of Local Government on September 3, 1990, and subsequently registered with the Securities and Exchange Commission on September 17, 1990.

Republic Act 7160, otherwise known as the Local Government Code of 1991, recognized the existence of the Federations of other Elective Local Officials.

On January 16, 1992, the Department of the Interior and Local Government issued a Memorandum Circular No. 92 -03 mandating that the existing PCL as organized in 1990, be reconstituted and its existing Constitution and By-Laws be modified in accordance with the pertinent provisions of the said Code.
